2nd. monthly meeting of January
The Duncansville Borough Council meeting was held on Wednesday evening, January 30, 2008, at 7:30PM, at the Borough Building.

The meeting was opened with the pledge of allegiance to the Flag, led by President Donald Rabenstein.
Secty. called the roll showing: Council-member Michael Jackson – Council-member Herman Beyer – Council-member David Shaw –Council-member Joshua Jackson- Council-member Cynthia Blontz – President Donald Rabenstein as all present. Mayor Kenneth Davis entered the meeting at 7:40PM.
Others present were: Barbara G. Haines Secty. – Thomas Levine Project Engineer –Craig Campbell- Stephanie Shoenfelt – Keller Engineers – Ben Staplefield Jr. –Gregg Wertstil -Anthony Luther and News Reporter Kay Stephens.
Craig Campbell was present to approval for his plan for merger . They gave one of the parcels to the Hicks Memorial Church, to be used for activities for children. And the other parcel will become apart of the Antique Depot land.
Council-member Herman Beyer made a motion to approve Campbells plans, as he presented them. Council-member Michael Jackson, seconded the motion, all in favor, motion carried.
Tom Leaven spoke on amendments to the Parkway Acres - 32 Unit Town House Plans. Discussion was held concerning the 100 year floodplain elevation. They would be 11/2’ above the Flood Plain Elevation. They will have a stormwater facility.
Discussion was held about the 230 tantum loads of soil, that will be hauled to the sight . Tom Levine said that he feels they need to be bonded and that the Solicitor is preparing the Developers Agreement and it will have to be signed by the developer. Also there will have to be a performance guarantee done by the engineers.
Stephanie Shoenfelt asked for modifications to their plans from our Ordinance, Guaranteed by the engineers. Modification to Storm Sewer 8 inch instead of 12” roof run off as is called for in our SALDO Ordinance, also fill area #19 13’ not 15’ flood elevation, the property line abuts the Borough.
Council-member Michael Jackson made a motion to grant modification allowing.
mountable curbs 31/2’ to 4’ high. Council-members Cynthia Blontz seconded the motion, all in favor, motion carried.
Council-member Cynthia Blontz made a motion to approve plans upon modifications. Council-member Joshua Jackson seconded the motion, all in favor, motion carried.
President Donald Rabenstein read the three letters we had gotten to fill the vacancy on Borough Council, left by Bradley Bert, not running for another term. They are: Lloyd Forshey Jr. 924 7th. Ave. – Barry Feltenberger 422 10th. Street – Melody McCready –915 2nd. Ave.
Council-member Cynthia Blontz made a motion to adopt Resolution #1-08-7:
A RESOLUTION OF THE COUNCIL OF THE BOROUGH OF DUNCANSVILLE TO APPOINT A RESIDENT TO FILL A VACANCY ON BOROUGH COUNCIL
WHEREAS, a vacancy exists on the Council of the Borough of Duncansville, County of Blair, that a registered voter of said Borough and has been residing at 924 7th. Avenue, Duncansville, Pennsylvania, County of Blair for more than one year. Lloyd A. Forshey , is hereby appointed to fill the vacancy existing on Duncansville Borough Council, until the 1st. Monday of January 2010.
RESOLVED THIS 30TH. DAY of January 2008.
Council-member David Shaw seconded the motion, all in favor Resolution #1-08-7 was adopted.
Council-member Michael Jackson made a motion to have the Secretary correspond with the Blair County Planning Commission on the costs of legal advertising to the Borough. They are doing a survey on costs of advertising, which legally is required. Council-member Cynthia Blontz seconded the motion, all in favor, motion carried.
Council-member Michael Jackson made a motion to pay the Hollidaysburg Area Recreation Commission. The 2008 Fee in the amount of $232.13. Council-member Joshua Jackson seconded the motion, all in favor, motion carried.
President Rabenstein asked Joshua Jackson what Committee he wanted to Chair and he said Parks, so this leaves Fire Protection & Emergency for Mr. Forshey. The firemens banquet is Saturday night at the VFW & the President asked the Secretary to ask Mr. Forshey, if he would like to attend. Mayor Kenneth L. Davis, II said, he was going to attend. Josh Jackson said he would attend if Mr. Forshey couldn’t.
Discussion was held on the condemnation of Richard Beards property trial and the ruling that was handed down against the Borough, in the amount of $15,742.89. After discussion it was decided that we would take out a Tax Anticipation Loan in the amount of $30,000.00, to help carry us over until tax time.
Council-member Michael Jackson made a motion to have the Secty. contact First National Ban k and start the process for getting a Tax Anticipation Loan. Council-member David Shaw seconded the motion, all in favor, motion carried.
Council-member Michael Jackson made a motion to have the Secty. write Thank You Letters to Melody McCready & Barry Feltenberger for submitting their names to serve on council. Council-member Cynthia Blontz seconded the motion.
